Under general direction of the manager, the ideal candidate will perform a variety of specialized, complex, and highly responsible technical duties related to the processing, purchase, and acquisition of materials, supplies and equipment. This position will provide oversight and manage complex procurements using competitive negotiation and competitive sealed bidding in compliance with the Virginia Public Procurement Act (VPPA) and VDOT policies and procedures. This position also coordinates and analyzes feedback on contracts. Recommends default actions and contract cancellation. Finds alternative sources. Administers contracts or designates an administrator. Serves as liaison between vendors and users. Assists users in selecting best procurement methods and documentation requirements that meets customers' expectations regarding delivery, quality, quantity and price. Provides guidance to end users on contract-related discrepancies.
